Keystone XL Is Doing a Lot of Work Here

Trump tied the tariff pause to a possible Keystone XL revival, a pipeline project killed by a permit revocation in 2021. It’s not clear whether he means reviving the original project or pointing to the South Bow-Bridger pipeline he approved in April, which could reuse some Keystone XL-intended pipe but follows a different route and still needs its own regulatory approvals. Either way, actually building it is a multi-year process, regardless of what gets announced this week.

Three days buys both governments room to finish paperwork on a deal neither has fully explained yet. Whether it holds past August 22 is the actual story to watch.

Update: The Pause Didn’t Hold

The three-day window didn’t produce a deal. Trade talks between the US and Canada collapsed on Friday after three days of negotiations in Washington between Canada’s trade minister, Dominic LeBlanc, and US Trade Representative Jamieson Greer. The 50% tariffs Trump had paused took effect on roughly $20 billion of Canadian goods, including hockey sticks, building materials, clothing, beer, and cheese. Prime Minister Mark Carney said the US “asked too much, and offered too little,” and confirmed Canada will match the US tariffs dollar for dollar starting September 8.
