That layout supports community integration, but it also means a non-student with no legitimate reason to be there can walk onto campus, into a residence hall, and eventually into a closet in a dormitory undetected for over half a day. “Gun-free zone” signage carries no physical enforcement mechanism, it’s a legal designation, not a barrier, and it only affects people already inclined to follow the law.

A Reactive Response

The 12-hour gap between the shooting and Harris’s arrest illustrates the limits of after-the-fact policing on a large, open campus. Officers eventually located him through a dormitory search rather than any perimeter control that stopped him from entering in the first place. Classes at VSU were set to begin days after the shooting, and administrators now face pressure to explain how a non-student with a firearm could move through the heart of campus housing for as long as he did.

Update: The Student Who Hid Him Is Now Charged Too

Ja’niah Johnson, 19, the VSU student in whose dorm room Harris was found hiding, has been charged with obstruction of justice and being an accessory to the shooting. Johnson, of Glen Burnie, Maryland, turned herself in to police days after the shooting and was released on her own recognizance following a court appearance.
