A Fox News poll released Thursday found 53% of registered voters say Trump’s immigration enforcement has gone too far. The people who moved are independents and Hispanic voters, both at 60%.

It’s a Fox News poll, which is the part that makes it interesting. The survey is run jointly by Beacon Research, a Democratic firm, and Shaw & Company Research, a Republican one. It reached 1,211 registered voters between September 11 and 14, with a margin of error of plus or minus 3 points.

The numbers

53% say enforcement has gone too far. The rest split evenly, 23% saying it hasn’t gone far enough and 23% saying it’s about right. Trump’s approval on immigration sits at 43%, which used to be his strongest issue.

The breakdown is where the story is:

87% of Democrats say it’s gone too far, which is not news. 60% of independents say so, which is. Among Republicans there’s no majority for “too far” at all, with 40% saying not far enough and 43% saying about right.

60% of Hispanic voters say enforcement has gone too far. Trump made real gains with Hispanic voters in 2024, and this is the group that has moved furthest.

Why people say it went too far

This split is the most useful thing in the poll, and most coverage skipped it.

Among those who say enforcement has crossed the line, 49% say the problem is that the wrong people are being targeted. 45% say it’s the amount of force being used.

Those are different complaints with different fixes. “Wrong people” is about who gets picked up, and it tracks with reporting from Indiana this week where immigration attorneys said very few of their detained clients had criminal records. “Too much force” is about how, and it tracks with cases like the ICE officer now in federal court over shooting a man through a door.

A federal judge blocked warrantless ICE arrests across seven Southern California counties this week on essentially that question. A voter who thinks the wrong people are being arrested isn’t asking for less enforcement. They’re asking for different enforcement. That’s a real distinction and it’s getting flattened into a single approval number.

One poll is one poll, and a 53% figure with a 3-point error bar is a majority but not a landslide. We’d be careful with anyone treating this as a verdict.

Here’s what we think is actually significant. Immigration was the issue Trump ran on and led on. A Fox News poll, co-run by a Republican firm, now shows independents at 60% against the current approach and no Republican majority for going further. That’s not the opposition saying enforcement is unpopular. That’s the administration’s own polling ecosystem saying the coalition has thinned.

The part we’d push back on: “gone too far” is a soft phrase, and 45% versus 49% on force versus targeting means the majority isn’t asking for one thing. Reading this as a mandate to stop deportations is as much of a stretch as reading 43% approval as a mandate to accelerate. The honest summary is that people have stopped trusting the execution, not that they’ve changed their minds about the goal.

What happens next

Midterms are in November. Immigration polling that moves this way among independents and Hispanic voters is the kind of number that changes how candidates in close districts talk, well before it changes any policy. Watch whether Republicans in swing seats start drawing the “targeting the wrong people” distinction themselves, because that’s the exit ramp the poll is pointing at.
