South Carolina’s Republican special primary for U.S. Senate is headed to an August 25 runoff between Sen. Darline Graham and Rep. Ralph Norman, after neither cleared 50% in a crowded ten-candidate field.
Graham led with roughly 33% of the vote to Norman’s 24%, according to results with more than 95% of precincts counted. Graham, 62, was appointed by Gov. Henry McMaster in July to fill the remainder of her brother Lindsey Graham’s term after his death from a torn aorta, and is now seeking to hold the seat outright for a full six-year term. Before her appointment, she spent her career running the South Carolina Commission for the Blind, an administrative post with no prior legislative experience. She enters the runoff with Donald Trump’s endorsement and her late brother’s campaign infrastructure behind her.
Norman, who has represented South Carolina’s 5th Congressional District since 2017, is framing himself as the more battle-tested conservative in the race, betting that House seniority and district-level name recognition can overcome Graham’s establishment and presidential backing.
The race has drawn attention beyond South Carolina as a test case for how voters respond to a family succession following a sitting senator’s death, an arrangement that isn’t unusual procedurally, appointments to fill vacancies are common practice, but is unusual in going to an immediate family member with no prior electoral or legislative record. Whichever candidate wins the runoff advances to the November general election.
Update: Graham Wins the Runoff
Graham defeated Norman in the August 25 runoff, taking roughly 52% of the vote to his 48% with the vast majority of precincts reporting. She now advances to the November general election, where she’ll face Democrat Dr. Annie Andrews for the right to serve the remainder of her late brother’s term.
