The rule, established in the final days of the Clinton administration, bars new road construction and logging on protected national forest land while still allowing motorized recreation like snowmobiles and ATVs.
The area affected covers just 2.2% of all national forest land in Minnesota. Repealing the rule wouldn’t automatically authorize logging on its own, but it would give local Forest Service managers more discretion to approve road-building and timber projects that are currently off the table.
The Case For and Against
Federal officials backing the change argue that more active forest management, including logging and new access roads, can improve forest health and reduce wildfire risk by thinning overgrown areas. Environmental groups counter that new roads and logging near the Boundary Waters Canoe Area threaten water quality and wildlife habitat in one of the most heavily protected wilderness areas in the country, given how connected the Superior National Forest’s watershed is to the Boundary Waters itself.
