Duval County Public Schools is facing scrutiny on two separate fronts this month, and neither is a small local story: a federal civil rights lawsuit over how the district handled reports of sexual harassment and assault on a school bus, and new data showing the district still trailing Florida’s other large urban school systems on early literacy.
The lawsuit, filed by the family of a Stanton College Preparatory School student, alleges the district and several employees failed to act on escalating harassment reported on a school bus in 2024, despite what the family’s attorneys describe as known, systemic gaps in how the district classifies, investigates, and reports sexual misconduct. The suit names Superintendent Christopher Bernier, two Stanton administrators, a school resource officer, the district’s bus contractor, and the driver. Duval County Public Schools has not yet filed a public response to the specific allegations, and the case is in its early stages.
Separately, newly reported literacy figures show 51% of Duval County third graders were reading-proficient in the 2025-26 school year, a 13-point gap behind Miami-Dade, the state’s largest district. Duval carries an A rating from the state, which measures a broader mix of outcomes, so the literacy gap doesn’t show up in the headline grade, but it does show up for the roughly half of the district’s youngest readers who aren’t yet meeting the benchmark.
Both stories point to the same underlying question for Duval County parents: how well the district’s internal systems, whether for tracking safety incidents or tracking reading proficiency, actually catch problems before they compound. The district has separately been rolling out stop-arm camera enforcement on buses this year, a response to a different but related set of safety concerns. Whether that translates into faster response on reports like the one in the lawsuit remains to be seen as the case moves forward.
