Second Arrest Made in Annapolis Homemade Explosives Case as Former Sheriff’s Deputy Held Without Bond

A former Prince George’s County Sheriff’s Office K-9 handler was ordered held without bond Thursday, becoming the second person arrested in connection with a homemade explosives investigation that began in Annapolis last April. Fire investigators say Micah Sam supplied an Annapolis man with explosive materials and technical guidance on building destructive devices.

Sam is charged with two counts of possessing explosive material with intent to create a destructive device and one count of conspiracy to manufacture a destructive device, according to charging documents. He resigned from the Prince George’s County Sheriff’s Office earlier this year in lieu of termination following an unrelated internal investigation into timekeeping violations.

The original case

The investigation dates to an April search of an Annapolis home that led to the arrest of resident Lee Scott Wygal Ralston, who was charged with 32 felony counts of manufacturing a destructive device and 32 felony counts of possessing a destructive device. Investigators have not publicly detailed what triggered the original search or how many devices were recovered from the property.

Anne Arundel County Fire Marshal’s Office officials say the case has continued to develop for months as investigators traced where Ralston obtained materials and expertise, eventually leading them to Sam. Authorities have described Sam’s alleged role as providing both the physical components and know-how rather than building devices himself.

Case moving forward

Sam appeared before a judge Thursday and was ordered held without bond pending further proceedings. It’s not yet clear whether prosecutors plan to pursue additional arrests, and the Anne Arundel County Fire Marshal’s Office has not said whether the investigation remains open beyond the two men already charged.
