CIA Director Makes Unannounced Trip to Moscow for Meetings

CIA Director John Ratcliffe made an unannounced trip to Moscow this week for meetings with Russian officials, the highest-level visit by a Trump administration official to Russia since January and Ratcliffe’s first trip there since taking office. Russia’s state-run Tass news agency first reported that a large US military transport plane had landed in Moscow on Tuesday, before CBS and other outlets confirmed Ratcliffe was aboard.

Ratcliffe departed Washington on Sunday, traveling first to Riga, Latvia, before continuing to Moscow on Tuesday aboard a US Air Force C-17. Neither the US nor Russian government has commented on the purpose of the visit, and it’s unclear whether the meetings relate to US efforts to end Russia’s war against Ukraine.

Why the Timing Stands Out

The trip comes as the US and Russia remain far apart publicly on a Ukraine settlement, and a senior US intelligence official traveling directly to Moscow, rather than through a third-country intermediary, is a notable departure from how the administration has typically handled Russia contacts. The US reportedly told Ukraine that a senior delegation was heading to Moscow and asked Kyiv to suspend strikes until the delegation left, suggesting the visit was coordinated with at least some sensitivity toward Ukraine’s military operations.

What’s Still Unknown

Without an official readout from either government, the substance of the meetings remains unconfirmed. A CIA director traveling to meet Russian counterparts could involve anything from intelligence-sharing on a third-party threat to direct diplomatic groundwork, and the silence from both governments so far leaves open which of those, or something else entirely, actually happened in Moscow.
